Bechtel Jacobs Company LLC Lessons Learned Program
PURPOSE
The Bechtel Jacobs Company Lessons Learned Program provides a mechanism for the
communication of lessons learned information to potential users, both at the Bechtel
Jacobs Company facilities and throughout the DOE complex. Sources of these lessons
include incidents at the East Tennessee Technology Park, (ETTP), Y-12 Project, ORNL
Project, Portsmouth Project, Paducah Project, and, other sites throughout the U.S.
Department of Energy (DOE) complex, and from the public sector. The program is designed
to help prevent recurrences of negative experiences, highlight good practices, and
spotlight innovative ways to solve problems or perform work safely, efficiently
and cost effectively.
SCOPE
The Lessons Learned Program applies to all Bechtel Jacobs Company organizations,
and should be utilized by subcontractors performing work for Bechtel Jacobs Company.
The Performance/Quality Assurance organization is responsible for the overall administration
of the program. This program includes two basic processes. The first is a development
process, which includes identification, documentation, validation, and dissemination
of lessons learned information. The second is a utilization and incorporation process
that includes identification of applicable lessons learned, distribution to appropriate
personnel, identification of actions that are taken as a result of the lesson learned,
and follow-up to ensure that appropriate actions were taken.
PROGRAM GOALS AND OBJECTIVES
Following are the Bechtel Jacobs Company Lessons Learned Program’s goals and
objectives:
To create a fully implemented, effective Lessons Learned Program which successfully
incorporates identification, documentation, validation, dissemination, and provides
continuity between the concept and the procedures.
To facilitate a process whereby all Bechtel Jacobs Company workers and subcontractors
understand, utilize, and incorporate the concepts of the Lessons Learned Program
into daily tasks, including identification, distribution to personnel, identification
of resulting actions to be taken, and follow-up to ensure the appropriateness
and thoroughness of the action(s).
Foster employee involvement by developing a method for simplifying dissemination
and application of lessons learned. This includes a "bottom-up" communication
system from line workers to management in which Bechtel Jacobs Company work groups
and subcontractors initiate potential lessons. This also includes a "top-down"
communication system from the Lessons Learned Program Manager to management to
line workers.
Effectively establish and maintain two-way flow of lessons learned communication
among all Bechtel Jacobs Company stakeholders.
Utilize and contribute to the complex-wide DOE Lessons Learned Program.
